The operations model at the Caesars Sportsbook in Raynham Park will mirror that of other Caesars Sportsbooks at horse racetracks throughout the US, such as Monmouth Park in New Jersey.

During the open meeting on Thursday, Dan Shapiro, Chief Development Officer at Caesars Digital, revealed that the Massachusetts Gaming Commission did not review Raynham Park’s category 2 retail license application. However, they did review the sportsbook contract between the simulcast facility and Caesars.

Shapiro stated that this particular arrangement has been widely used and successful in numerous other jurisdictions.

Shapiro specifically mentioned the Caesars Sportsbook at Prairie Meadows in Iowa, along with the Caesars Sportsbook at Rocket Mortgage Fieldhouse, the home arena of the Cleveland Cavaliers, and multiple establishments in Nevada. Caesars currently operates 180 physical sportsbooks throughout the United States, with 100 of them located in Nevada.

At present, Massachusetts is home to three retail sportsbooks situated at Encore Boston Harbor, MGM Springfield, and Plainridge Park Casino. Raynham Park is set to become the fourth addition to this list.

Who is responsible for Raynham Park’s sportsbook?

This is how the sportsbook at Raynham Park will operate:

  • Caesars will be granted the lease for the sports betting area at Raynham Park, thereby qualifying as a “qualifying entity” for the sports betting license application.
  • Caesars will oversee and manage all aspects of sportsbook operations, including sportsbook services, maintenance, compliance and internal control systems, as well as signage and sportsbook promotions. Furthermore, the company will take charge of training its own sportsbook personnel.
  • Meanwhile, Raynham Park will continue to bear regulatory responsibility for all activities conducted by Caesars at its facility.

Attorney Jed Nosal, representing Raynham Park, emphasized that we are unable to relinquish our licensing obligations. He clarified that this situation does not involve simply handing over the responsibility and saying, “Do as you please.”

Caesars has received official approval for an online sports betting license in Massachusetts under the category 3. On March 10, the company introduced its Caesars Sportsbook Massachusetts app. Since a category 2 license shares the same qualifications as a category 3 license, Caesars has already undergone thorough scrutiny to participate in the Raynham Park sportsbook.

Nosal mentioned that once the license application is approved by the MGC, Caesars will promptly establish a temporary sportsbook at the existing simulcasting facility of Raynham Park. Additionally, he revealed that progress on a permanent sportsbook spanning an impressive 30,000 square feet is already in motion.

Caesars will also offer horse betting at Raynham Park

According to Shapiro, horse betting will not be available at the temporary facility, but it will be offered at the permanent one. Both sports betting and horse betting will be accessible at the kiosks and betting windows. It is important to note that both the temporary and permanent sportsbooks will only admit individuals aged 21 and over, which addresses the concern of 18-year-old horse bettors placing sports bets.

Raynham Park established Raynham Park Sportsbook (RPS) as a separate entity solely for the purpose of distinguishing its sports betting operation from its horse betting and real estate divisions. RPS is a wholly-owned subsidiary of Massasoit Greyhound Association, the owner of Raynham Park.

Raynham Park’s Caesars contract did not pose any problems for the MGC, thereby paving the way for the review of the category 2 retail sports betting license, scheduled for April 12th.
